Bar and wire travel for weeks with moisture around them, and they are handled several times between the mill and your yard. Damage usually shows up as rust and as bends rather than as missing material.
Agree the bundle weight and the strapping before packing, not after. A bundle that is too heavy for your forklift or crane is a problem that cannot be solved at the destination, and underslung loads are where bends begin.
For wire, fix the roll weight and the wrapping so moisture cannot sit inside the coil. For rebar and round bar, confirm whether the load is bundled or in loose lengths, and check the marks against the packing list on arrival.
